The tournament will be played under FIFA rules except as noted below:
1. All games will be considered FINAL and NO PROTESTS will be allowed.
2. In the preliminary round of play, ties will stand.
a. Division 2 thru 6 will play 20-minute halves for preliminary round.
3.Final game times will be as follows:
- Division 2 thru 4 will play 30-minute halves
- Division 5 & 6 will play 25-minute halves
- Semi-Finals and Final games ending in tie goes directly to PK's.
**FIFA PK’s: 5 players, if a tie remains after the first five (5) players, sudden death. If tie after all players have taken a kick, then the series starts over. Only players on field when regulation time over can take kicks.
4. A maximum of 18 registered players are allowed per team Division 2 thru 4. A maximum of 15 registered players are allowed per team Division 5 & 6. You can borrow up to 3 players if 3 of your regular players can not participate. This will be enforced very strictly this year. NO ALL STAR TEAMS ALLOWED. The 3 borrowed players must be from another recreational team who have played in the 2007 season. NO COMPETITIVE PLAYERS ALLOWED. Borrowing more than three players will be considered by the committee on an individual basis.
5. Any team found guilty of rostering an ineligible player shall not be eligible to compete further and all games played will be forfeited.
6. Any coach, manager or official found guilty of using an ineligible player(s) shall not be eligible to compete further in any Recreational Championship, in the current and subsequent season year.
7. A player found guilty of submitting falsified birth information shall be prohibited from competing further in any Recreational Championship in the current and subsequent year.
8. Div 2 and
Div 3 play 11 vs. 11 . . .Size 5 ball
Div 4 play 11 vs. 11. . .Size 4
Div 5 & 6 - play 8 vs. 8 . . . Size 4 ball
9. All players in Divisions 3 thru 5 must have a valid CYSA player card.
Division 6 does not need player cards.
10. Every player must have a medical release form for the 2007-2008 season.
11. A player may play for only one team in the tournament.
12. Each team MUST have matching colored uniforms (or close in color) (shirt, shorts & socks).
13. Unlimited substitutions may be made upon stoppage of play. An injured player may be substituted at any time, with the permission of the referee.
14. Home team (listed first on schedule) must change shirts if there is a color conflict. Home team provides game ball. Home team has choice of side; visiting team has kick off.
15. There will be a 5-minute grace period from the scheduled game time. If a team cannot field a team at the end of grace period, the game will be a forfeit.
16. Team refusing to play a game will NOT advance to the next round.
17. No coaching will be allowed beyond 10 yards of either side of the centerline.
18. A player receiving (2) yellow cards will be suspended for the next game.
19. A player receiving a red card will be suspended for the next game.
A 2nd red card will result in automatic suspension from the tournament.
20. Coaches and/or Team Representatives are responsible for the conduct/actions of their players and supporters. Team representatives are responsible for making sure players have removed jewelry and are wearing shin guards and acceptable cleats. No metal or hard plastic barrettes will be allowed. Verbal abuse of referees or tournament officials or assaults will be adjudicated vigorously.
21. Any situation not covered by Rules will be resolved by the Tournament Directors.
22. Points will be awarded as follows:
Win = 6 points
Tie = 3 points
Loss = 0 points
Each team will receive one (1) point for each goal scored up to a maximum of three, (3) goals. An additional point will be awarded for a shut out.
A maximum allowable points per game is ten (10). 0-0 tie will be counted as
three, (3) points per team. Shut out point will NOT be counted in 0-0 tie.
Forfeited games are scored 1-0, will count as eight (8) points for the winning team. (6 points for the win, 1 point for the goal, 1 point for shutout).
If there is a tie in points, the following criteria will be used in sequence until a tie no longer exists:
a. The team with the most points.
b. Winner of common game.
c. Least goals allowed
d. Most goals scored
e. FIFA kicks from the penalty mark. **

23. REFUNDS & CANCELLATIONS
In the case of cancellation of the tournament due to nature (rain or other
event) the tournament will refund 50% of the entry fee paid back to each team to cover the costs accured for the tournament. Once the first scheduled game has been started this policy does not apply and no refunds of any kind will be awarded.
24. RAIN
If the fields and or referee’s determine it is unsafe to play the completion of the tournament will be decided by the tournament directors.
